Odisha Crime Branch has also broken a large scale recruiting scam with question papers leaked to the Combined Police Service Examination (CPSE) 2024. Four individuals have been arrested on the direct involvement of this case. Police said that the scam assisted some of the aspirants to rehearse leaked question sets in secret in Vizianagaram (Andhra Pradesh) and Digha (West Bengal).

As Vinaytosha Mishra, who is the ADG (Crime Branch), explains, the accused had developed a network to exploit the recruitment process.

The prime suspect Shankar Prusty, was based in New Delhi, and he used his network contacts to manipulate examinations.

He is said to have stolen lakhs of rupees in the form of aspirants money in exchange of leaked papers and coaching.


As it was found out, Indian Telephone Industries Limited (ITI) conducted the recruitment process of 933 Sub-Inspectors, and subsequently engaged Silicon Digitech (Odisha) upon the termination of a contract with Richminds Digital Pvt. Ltd. in Gujarat.

Silicon Digitech later outsourced this to a small local company- Panchsoft Technologies which was headed by Prusty himself.


The trust that people had towards the police recruitment system has been eroded by this scam.

Odishi aspirants were defrauded out of hundreds of aspirants with many of them losing thousands of dollars in the hope of securing a government post.

Police suspect that this group might have duplicated this scam at other recruitment exams as well.

More than 110 phones have been taken to conduct forensic examination to retrieve deleted WhatsApp messages.


Candidates are not supposed to believe the fake coaching schools that are offering leaked question papers.

Criminal Branch and Odisha Police are establishing special online complaint system to frauds during recruitment.

The examination updates must be verified on official websites (odishapolice.gov.in) that the job seekers should always visit.

The awareness programs shall be initiated to inform students of digital recruitment frauds.


Odisha recruitment scam 2025 can be considered one of the biggest wake-up calls to authorities and applicants.

Crime Branch is still under investigation, and it has pledged to take all the involved seriously.

The priority now is transparency of government job recruiting.
